1. End the Pell Grant immediately. Millions of students use the Pell Grant to attend comminity college not because they want an education but because they want free spending money.
2. End ALL federal student loans. There’s a reason private banks require credit.

Tuition goes up because the universities know Uncle Sam is giving the students the money to pay. Eliminate Uncle Sam from the equation, amd universities, public and private, will have to rely on endowments, scholarships, credit-approved loans, and cash for tuition.
