Why are you claiming Latinos are overrepresented among the homeless population?
You said 35 percent of the homeless in Los Angeles identify as Latino. The population of Los Angeles is 48.6 percent Hispanic. So, they’re underrepresented among the homeless by 13.6 percent. San Francisco is 15.2 percent Hispanic. So, there, they are overrepresented among the homeless by almost seven percent. But if you add the cities together, their homeless rate is still -8.8. Plus, San Francisco is more expensive than Los Angeles, so, it’s easier to fall prey to homelessness there. Non-Hispanic non-Californians, who underestimated the cost of living before moving to San Fran, probably have a similar rate.
